That sounds equivalent to the default value of `baud-rate` (19200).

What do you mean by "mode", exactly?
Do you mean you (setq baud-rate 2400)?

I think your use of the word "mode" above might be a good hint at how to
reword this functionality, e.g. something like `low-bandwidth-mode`.
