Exactly.

The client in Emacs, such as dictionary.el should first look for
localhost, and if that is not available, few servers could be set as
fallback.

This could be done in customization.

dictd - is server started on machine, should be installed, then
dictionaries should be installed

Emacs could have dictionary.el looking up to the list of servers
pre-configured, starting with localhost
