Despite the name, use-package is not very related to what package.el
does, so it may be accepted into Emacs, but as its own package.
As a first step, someone should write a proposal that describes in
detail the concept of "profile", what it'll entail, and how it'll help
existing Emacs users and developers. With the help of the experienced
Emacs developers in this ML, I'm sure we could come up with a technical
design for the feature, that works on top of the existing Emacs
architecture.
