If the defcustom had been done correctly, the :version tag could have
alerted you to its presence in 20.3 despite the bug that there's no
NEWS entry.  The missing entry means it would have been missed as a
possible addition to the manual.  (Is the manual all you consider
`documentation'?)

Who's doing that?  See the top of `(elisp)Tips' concerning documenting
variables.  Please make bug reports for user variables that aren't
properly documented, or things that should be user variables and
aren't.  I think the one in question is effectively documented in the
`killing' Custom group whether or not it should be mentioned in the
manual.
