Hmm. This is more complicated than it appears at first thought.
a) It is hard to know a priori which package is likely to be updated
asynchronously. Gnus wasn't distributed separately for a long
time; and things like cc-mode or calc may appear as separate
packages in the future. Debian policy can't be quite this
ambiguous, unfortunately.
b) The only way this works is of we yank gnus out of the versioned
path of each emacs, and install it in its own versioned
directory. (else the version of gnus in the dir that is foremost
in the info path shall always be the one preferred by the info
rowser) That puts a burden on the emacs packaging, since emacs
comes with so many different info documents (and the versions of
each need to be tracked separately); this is a bit much for policy
to demand, unless there were a straigforward way to determine the
version of the program programmatically)
c) However, if we yank gnus out of the sdame directory, then you lose
the ability to simply go look for the information on the gnus that
came bundled in with emacs -- you now need to know version
numbers, since there is no gnus in the same directory, any xref to
Gnus shall lead you to the default version.
So xrefs to independently packaged programs are still a problem.

Umm. I am not conversant with theis mechanism. However,
wearing the hat of a debian developer, I can indeed use and exploit
symbolic links until a general solution is crafted.
