It would help greatly in specific cases, and a general implementation is
not much harder than supporting those cases.
For instance, support of underline on terminals is widespread, but still
nowhere near universal (e.g., xterm supports it but the linux console
does not). Underlining is important enough that it ought to be used
where it's available, and without requiring faces to be artificially
baroque simply to ensure that they aren't nops.
