cp -n: now exits yet without error message

Hi,

I saw a discussion about 'cp -n A B' now exiting with 9.2 when B exists.
That seems to have changed with v9.1-133-g7a69df889.

I don't question that change, but shouldn't the tool output an error diagnostic
if it exits with an error?

  $ cp -n A B; echo $?
  1

It doesn't even give a hint with -v or --debug:

  $ cp -nvvv A B; echo $?
  1

  $ cp -n --debug A B; echo $?
  1

Is that okay?
