Yes, it is.
'make' will make the dvi
'make ps' will make the postscript
'make pdf' will make the pdf file
'make html' will make a manual/ directory with an index.html start page
'make all' will make everything

You need latex2html(http://www.latex2html.org) to make the html stuff,
but I think the rest can be generated just with what some with LaTeX.
