That's a common Windows bug.  Microsoft has an article on how to correct
it at http://support.microsoft.com/default.aspx?scid=kb;en-us;324767

This happens when installing WinBoard because the installer is an old
version of InstallShield that uses 16-bit components.  WinBoard itself
is a 32-bit program.
