For OpenSSL, the option is enable-ssl3:
./Configure enable-ssl3
But OpenSSL master (3.x) does not seem to honor it (or variations). It
is probably a bug in OpenSSL's configure program.
This seems to work:
git checkout OpenSSL_1_0_0-stable && git pull
./Configure linux-x86_64 enable-ssl3
Then:
$ grep SSL3 include/openssl/opensslconf.h
$
