Help needed understanding statement in man page

Hello,
I am trying to make sense of the statement:
> archive and dump the files

from:
> -h, --dereference
>               Follow symlinks; archive and dump the files they point to.

Isn't archive what we're doing with tar? Wouldn't it be "dump" or
retrieve the file it points to and "archive" it? Is that what is meant
just in the other order?
