Yes, that is the case. The hyperbole-autoloads.el is missing from the archive 
file. However the development tar-archive available at 
https://elpa.gnu.org/devel/hyperbole.html does have the autoloads. I'm not sure 
but could be an artifact of how those tar-files are built at ELPA and that 
might have changed since 8.0.0 was released!?

If you have the time it would be interesting to see if the problem remains with 
the devel version. It also has many improvements and bug fixes.
