I've tested this on the emacs-26 branch,
GNU Emacs 26.0.90 (build 1, i686-pc-linux-gnu, GTK+ Version 3.22.26) of 2017-11-15

The steps with which I reproduced this are:

1. Start Emacs without any previous configuration
2. M-x package-initialize
3. M-x package-refresh-contents
4. M-x package-install and then picking hyperbole
5. After Hyperbole installation trying the {C-h h w a} binding

The *Messages* buffer log is as follows:

Error loading autoloads: (file-missing Cannot open load file No such file or directory kotl/kotl-autoloads)

hui:menu-act: Wrong type argument: commandp, hywconfig-add-by-name

​The first error line is the problem.  Maybe the kotl/ subdirectory is not

properly added to the load-path at this point.  I have never seen this error

with this release but another user reported the same problem, so we are looking

into how to resolve it.
