bug#29320: hywconfig issues

The C-h h Win/ functions don't work after issuing (require 'hyperbole):

hui:menu-act: Wrong type argument: commandp, hywconfig-add-by-name
hui:menu-act: Wrong type argument: commandp, hywconfig-delete-by-name
hui:menu-act: Wrong type argument: commandp, hywconfig-restore-by-name
hui:menu-act: Wrong type argument: commandp, hywconfig-delete-pop
hui:menu-act: Wrong type argument: commandp, hywconfig-ring-save
hui:menu-act: Wrong type argument: commandp, hywconfig-yank-pop

In order for these to work i had to (require 'hywconfig) additionally.
This wasn't the case with the previous Hyperbole version.

I use:  Editor:      GNU Emacs 26.0.90 (build 1, i686-pc-linux-gnu, GTK+ 
Version 3.22.26)
