Our "FOR-RELEASE" file says this:
* Update font description files that we generate from external data and
provide with our source distribution.

devX* X11 core/server font xtotroff
The make(1) target "maintainer-font-descriptions" produces these font
descriptions.
I remember having plans to add the _grops_ (and consequently _gropdf_) font
description files to this step...but I don't remember finishing everything I
thought I needed to do for it.
Maybe this can be an opportunity to complete that procedure, and apply it.
