This is not a legitimate application of GNU _troff_.
Here are the files you're reading, assuming Git HEAD:
$ ls -1 tmac/h*
tmac/html-end.tmac

tmac/hyphen.en
tmac/hyphen.es
tmac/hyphen.fr
tmac/hyphen.it

tmac/hyphenex.en
tmac/hyphenex.pl
So from the very outset, under groff's default configuration, you are reading
a macro file specific to the "html" output device when the selected output
device is "ps".
"ps" uses a much larger resolution than "html" does--I direct their DESC files
to your attention--and that is why a numeric overflow occurs.
The remainder of this grievance is a duplicate of bug #64301.
Closing as invalid.
