Please try the patch in
https://lists.gnu.org/archive/html/groff/2023-02/msg00021.html
and see if it (1) still produces valid "man:foo(1)" links by default (it
does for me) and (2), if you select "format 2" in the man.local file as
installed, if it produces working man page hyperlinks in Terminal.app.
