The standard groff font paths are embedded into gropdf when it is built by make. Lines 58-9 should look something like:-
$cfg{GROFF_VERSION}='1.23.0.rc1.2692-2d9e';
$cfg{GROFF_FONT_PATH}='/usr/local/share/groff/site-font:/usr/local/share/groff/1.23.0/font:/usr/lib/font';
Groff itself look for DESC files, so if the message is:-
cannot load 'DESC' description file for device '%1'
groff can't find it. But if the message is:-
failed to open device description file 'DESC'
it has come from gropdf.
It will help to know which message you are seeing.
