What a name! May I ask where you come from?

You are if you are saying `make dist' and *then* calling the configure
script from the created tarball. Building directly from the CVS needs
more tools than the final tarball. From the README:
Depending on your requirements, you may need at least some of the
following tools to build `groff' directly from its source:
ghostscript
the psutils package
the netpbm package
texinfo 4.8
bison >= 1.875b or byacc
