The problem appears to be a conflict between
src/include/getopt.h (ca. line 83)
and
src/include/groff-getopt.h (ca. line 37)
both of which attempt to define a "struct option".

Additional problems caused by the conflicts between the two headers
include incompatible redeclarations of getopt, getopt_long, and
getopt_long_only.
