This part of the user interface is not really coded in gnubg, it is
provided by the graphical toolkit we use (GTK) and it only allows to
browse the folders, create one (with the button at the top right) and
open and save files. For other file management tasks, you will have to
use the Windows explorer.
It would be unreasonable to add these kind of functions in gnubg and
it is unlikely the GTK folks ever add them either.

I don't understand. Do you mean a folder ? Then you should have a few of
them in the "Places" tab on the left : your home folder, your desktop,
plus the disks available on your computer. You can add others by
browsing the folders hierarchy (starting at your home folder or C:
drive, probably) and clicking the "+" under the Places list to add them
to this list.
If you meant the target file, by default it is named
gnubg-playername_matchlength_date.sgf and you can edit this in the Name:
area at the top of the window.
If you really want to save in an existing file (overwriting it), for
instance in a sequence like: complete match, save, analyze it, save
again, the name of the existing file should be in right tab and you can
select it there.
