Currently there is no difference between specifying --with-gtk and
--with-board3d and leaving these flags out.

gtk is turned on if --without-gtk is NOT specified and gtk is found
board3d is turned on if --without-gtk and --without-board3d are both
UNspecified and gtkglext is found

so I think that what you are missing is the gtkglext devel package.

I guess it makes sense for configure to fail if gtk (or board3d) is
explicitly asked for and the needed packages are not found. I'll
change that. All you get at the moment is a message saying gtk (or
gtkglext) not found.
