Hmm, currently there is not!
In eval.c you'll find the function EvalShutdown. Change it to:

EvalShutdown ( void ) {
int i;
/* close bearoff databases */
BearoffClose ( pbc1 );
BearoffClose ( pbc2 );
BearoffClose ( pbcOS );
BearoffClose ( pbcTS );
/* destroy neural nets */
DestroyWeights();
/* destroy cache */
CacheDestroy( &cEval );
return 0;
}
This should free resources used by EvalInitialise.
