Note that AM_GNU_GETTEXT invokes AM_ICONV. Therefore it might help
to temporarily disable AM_GNU_GETTEXT, that is, get a working build
infrastructure with embedded static libiconv. And add back the
AM_GNU_GETTEXT invocation later.
