autogen.sh fail with:

  cd libcharset && make -f Makefile.devel all

  configure.ac:56: error: possibly undefined macro: AM_LANGINFO_CODESET
        If this token and others are legitimate, please use m4_pattern_allow.
        See the Autoconf documentation.

This is beacause the line in autogen.sh:

  make -f Makefile.devel totally-clean all || exit $?

will cause reconfiguration by autotools in libcharset,
before essential files are copied.

Reconfiguration is called from end of autogen.sh.
