No, as already written in the NOTES file since 1999, there is no intention
for libiconv to support EBCDIC encodings.
Nowadays, instead of adding encodings to libiconv, one should think about
which encodings can be removed from the default build of libiconv, i.e.
built only with --enable-extra-encodings.
