I think you can do that using Cygwin 1.7.x, with the mingw64 packages [1].
Something like:
CC=x86_64-w64-mingw32-gcc
CXX=x86_64-w64-mingw32-g++
./configure --host=x86_64-w64-mingw32
make

Not from me. I don't have time to maintain binary builds for specific
platforms. But you may find some in mingw64 distributions.
