It has also been "withdrawn from ISO/IEC 10646-1 by Amendment 4", says
<http://std.dkuug.dk/CEN/TC304/guidecharactersets/Annexb.doc>. Therefore
there's no point in implementing this encoding, not in libiconv, and
probably nowhere else either.
