Why does the last command in this scenario make sense?

The below also signals an error:

  emacs -Q
  M-x
  C-x 2

Looks appropriate to me.

If you are arguing for a better error message in your case, I'm okay
with diagnosing that specific situation and emitting a more focused,
user-friendly error.
