Instead of us having to go check here:
Info-current-node's value is "File Variables"
to see how they are written each time, how about having a function to
help us fill out a local variable template at the bottom of a
file... or just inserts a empty template for us to fill in. Perhaps
noticing the local comment chars in effect too.
