I don't know why you want to know it. The bug is a bug. msgen doesn't write
English messages to msgstr[0] in some locales. That's all.

I wrote a tool to do that for me. I use it for automatic translation.
Write msgstr messages to a HTML file -> Translate it by Google Translate ->
Copy the translated texts and paste them to a text file -> Convert it to a PO
file.

I found msgen and tested it for the tool. msgen didn't work properly in
Japanese locale.

Anyway, I don't need msgen now. Thanks.
