I don't think this is the problem. The '-y' option mostly deals with the
invocation convention, not with the extensions.

We collected the dependencies in the DEPENDENCIES and HACKING files;
we didn't intend to frustrate you.

"autoreconf -if" is not the recommended step to prepare for building gettext.
