I think that we need to somehow include the plural rules in the language files,
because the same locale may use different plural rules.

For instance, CLDR rules for European Portuguese has been:
- n != 1 for CLDR up to v30
- n > 1 for CLDR v31
- n != 1 for CLDR v32

Furthermore, even for more stable rules, we may have different rules
