Follow-up Comment #2, bug #49497 (project gettext):

give a hint that automake 1.13 needs to be installed rather than just complain
about the missing macro.
I thought it would be achieved by the AM_INIT_AUTOMAKE invocation in
configure.ac:
AM_INIT_AUTOMAKE([1.13 silent-rules parallel-tests dist-xz dist-lzip])
Perhaps it might not work with older automake?
