The general advice for all GNU packages is this:

For myself, I attempt to record every change in every source
(non-derived) file in the ChangeLog.  But if I make a mistake in
commit #1 and fix it in commit #2 five minutes later, I just adjust the
ChangeLog entry (if needed) rather than rigidly making a new one.
