[bug-gettext] Flag for xml fragments

When translating documentation in an XML source format using PO files,
translators often have to deal with inline markup in messages. It's
very easy to mess up and have syntax errors. Tools ought to be able
to check syntax, just as many do now for e.g. C printf-style format
strings. But they can't just guess at what's supposed to be XML.

I'd like to use a flag (xml-fragment?) to indicate XML content, but
msgmerge discards flags it doesn't recognize. Any chance we could get
a standard upstream flag for this?
