If you look at my bio, you'll understand that it'll be a Perl program :).

It's not very hard to make a small, dedicated tool for this. Making a
generic tool would be much harden. Since the majority of the task
(parsing sources, understanding the __x keywords, collecting the
strings etc, is already handled in xgettext I'd hoped someone would
already have built a tool on top of that.
