where does "paper.h" come from?

From libpaper, which is listed in the build dependencies in README.

Something seems to have gone wrong, as configure should halt with an error if libpaper is not installed.

I can confirm that this does not in fact happen, so I will fix that bug in the build system; thanks for bringing it to my attention!
