Yes, they are.  Probably not interesting in UTF era any more, but valid
code:

    \documentclass{article}
    \begin{document}
    \`o \'o \^o \"o \~o \=o \.o \t oo \o\ \oe\ \~o
    \S \P
    \end{document}
