This is just a fluke from parsing because the regexp used for that also
matches the character after the section macro.  Theoretically one could
compensate for that by moving one character back.  (In fact this is
already done for the case that another macro follows the section macro.)

But still a lot of stuff following the title would end up in the TOC.

The feature is not meant for something like the frame environment.  It
looks like it's rather designed for a case like

\begin{peculiar-section-env}
This is the section title
\end{peculiar-section-env}

and I haven't seen an environment like this yet.
