    Define `TeX-parse-all-errors' in tex.el
    
    * tex-buf.el:
    * tex.el (TeX-parse-all-errors): Move defintion of custom variable
    into tex.el.  This variable is also used in
    `TeX-mode-specific-command-menu-entries' and results in an error
    when selecting 'Command' in the menu bar since tex.el doesn't
    require tex-buf.el.
