+Nuestra primera fuente de información sobre el nuevo Acuerdo de Wassenaar
+fue un artÃculo periodÃstico en el que se anunciaba que serÃa prohibida la
+exportación de programas para el cifrado de datos, lo cual hacÃa suponer que
+estaba incluido el software libre. AsÃÂ que pusimos un anuncio buscando
+gente en los paÃÂses que no adherÃÂan al acuerdo, para participar en la
+distribución y desarrollo de software libre para el cifrado.</p>

+Posteriormente se publicó el texto definitivo de la nueva versión del
+Acuerdo de Wassenaar y vimos que seguÃÂa teniendo una excepción que parecÃa
+cubrir al software libre. En el texto se usa el término «dominio público»,
+pero aparentemente se refiere al software libre, asÃÂ que el problema
+parecÃÂa haber sido una falsa alarma.</p>

+Sin embargo, los EE. UU. continúan intentando imponer estas restricciones,
+por lo tanto tiene sentido continuar nuestros preparativos, como medida de
+precaución en caso de una futura posible versión del Acuerdo de Wassenaar
+que intente restringir ulteriormente la exportación de software libre.</p>

+Esta es nuestra interpretación del texto del último Acuerdo de
+Wassenaar. Esto no ha sido verificado por un abogado.</p>

+<h2>Nonfree DRM'd Games on GNU/Linux: Good or Bad?</h2>

+<p>A well known company, Valve, that distributes nonfree computer games
+with Digital Restrictions Management, recently announced it would
+distribute these games for GNU/Linux. What good and bad effects can
+this have?</p>
+
+<p>I suppose that availability of popular nonfree programs on GNU/Linux
+can boost adoption of the system. However, our goal goes beyond making
+this system a “success”; its purpose is to bring freedom to
+the users. Thus, the question is how this development affects users'
+freedom.</p>
+
+<p>Nonfree games (like other nonfree programs) are unethical because
+they deny freedom to their users. If you want freedom, one requisite
+for it is not having these games on your computer. That much is
+clear.</p>
+
+<p>However, if you're going to use these games, you're better off using
+them on GNU/Linux rather than on Microsoft Windows. At least you avoid
+<a href="http://windows7sins.org/";>the harm to your freedom that Windows
+would do</a>.</p>
+
+<p>Thus, in direct practical terms, this development can do both harm
+and good. It might encourage GNU/Linux users to install these games,
+and it might encourage users of the games to replace Windows with
+GNU/Linux. My guess is that the direct good effect will be bigger than
+the direct harm. But there is also an indirect effect: what does the
+use of these games teach people in our community?</p>
+
+<p>Any GNU/Linux distro that comes with software to offer these games
+will teach users that the point is not freedom. <a
+href="/distros/common-distros.html">Nonfree software in GNU/Linux
+distros</a> already works against the goal of freedom. Adding these
+games to a distro would augment that effect.</p>
+
+<p>If you want to promote freedom, please take care not to talk about
+the availability of these games on GNU/Linux as support for our cause.
+Instead you could tell people about the <a
+href="http://lpc.opengameart.org/";> Liberated Pixel Cup</a> free game
+contest and the <a
+href="http://libreplanet.org/wiki/Group:LibrePlanet_Gaming_Collective";>
+LibrePlanet Gaming Collective</a> free gaming night.</p>

+Our first information about the new Wassenaar Arrangement came in the
+form of a newspaper article, which said that export of encryption
+software would be prohibited—and this seemed to include free
+software. So we posted an announcement seeking people in
+non-Wassenaar countries to participate in distribution and development
+of free software for encryption.</p>
+
+<p>
+Subsequently the actual text of the new version of Wassenaar Arrangement was
+published. Then we saw that it continues to have an exception that
+seems to cover free software. (They use the term “public
+domain”, but they seem to mean something like free software by
+that.) So the problem seems to have been a false alarm.</p>
+
+<p>
+However, the US continues to seek such restrictions, and therefore it
+makes sense to continue our preparations, as a precaution in case a
+future version of the Wassenaar Arrangement places further restrictions
+on exportation of free software.</p>
+
+<p>
+Here is our interpretation of the text of the latest Wassenaar
+Arrangement, as we have seen it. This has not been checked by a
+lawyer.</p>
+
+<p>
+According to the General Software Notes, entry 2, the agreement does
+not cover software which is in “the public domain”. This
+is defined in the definitions as technology or software which has been
+made available without restrictions upon its further dissemination.
+There is also a statement that copyright by itself does not deny a
+program this “public domain” status.</p>
+
+<p>
+There are currently discussions about the agreement and it would seem
+logical that the definition of “public domain” is
+something that will be clarified at future meetings.</p>
+
+<p>
+Finnish officials have stated that <cite>“nothing will change as
+far as the “public domain” software and the Dec 3
+Wassenaar Arrangement are concerned.”</cite></p>
+
+<p>
+In Denmark, we are told, there has been an incident where the Ministry
+of Commerce informed an administrator to stop offering the program PGP
+for download.</p>
+
+<p>
+Recent news indicate that the Australian government has prohibited the
+export of free software for encryption by modifying the Wassenaar list
+that related to the definition of software “in the public
+domain.”</p>
