Log message:
        Add page of recommended copyleft licenses.
        
        We're adding this with the expectation that the Harmony agreements
        will refer to it.  So, if it feels a little redundant, it admittedly
        is.  I'm open to suggestions about how to make it clearer that almost
        everybody should refer to our more comprehensive "how to choose a
        license" guide.
