Log message:
        Add a brief explanation about the exceptions page.
        
        A link inside an h3 should work in principle, but in practice there
        are a lot of page styles where it's confusing.  In particular, on
        fsf.org this h3 text looks the same as all the others.  To make that
        problem go away, and future-proof us against future styles on gnu.org
        that do the same thing, I'm just adding this brief paragraph to
        provide the link and explain what the page is for.
