Log message:
        Clarify source requirements when distributing object code over anon FTP.
        
        Some people were misconstruing this answer to mean that providing
        source alongside the object code is the *only* option for providing
        source, which is not correct.  The new wording is much more explicit
        on this point.
        
        Approved by RMS and aaronw.
