Dear Kent,

I think perhaps Metalink/XML can be used to have curl verify images as it
receives them. From RFC 6249:

   o  Metalink/XML: An XML file that can contain similar information to
      an HTTP response header Metalink, such as mirrors and
      cryptographic hashes.

So it sounds like we can use that format along with whatever hashes are
provided in the dump to prepare the file in lieu of any special headers from
WikiMedia's servers. Seems that RFC 5854 outlines the DTD.
