The cert regeneration needs some extra stuff to be installed. It's perfectly
fine to add such stuff to the repo. I recently looked into binutils, glibc and
gcc - they even add `./configure` and `*.m4` files to their repo. So you can
directly start with `./configure` right after cloning... this definitely has
some advantages.
