Details:

It would be nice to have native support for this rather than just reformatting
output with a script. I haven't checked how complex it would be to strip the
"+"/"-" yet still pass on that information to the next stage in the processing
of the message.

I'm currently using the following settings:
irc.look.nick_prefix = "<"
irc.color.nick_prefix = darkgray
irc.look.nick_suffix = ">"
irc.color.nick_suffix = darkgray
weechat.look.prefix_action = " *"
weechat.color.chat_prefix_action = white

With native support I'd expect to be able to add:
irc.color.nick_prefix_identified = green
irc.color.nick_prefix_unidentified = red
weechat.color.chat_prefix_action_identified = green
weechat.color.chat_prefix_action_unidentified = red

This would then use those colours for identified/unidentified messages.
