Details:

Steps to reproduce:
1. Start up WeeChat
2. Join a lot of channels (100+)
3. /disconnect from the network
4. try /connect network
5. Excess Flood (I've only done this on freenode)

Also I have irc.server.freenode.autojoin set to at least 80 channels and when
I first run /connect when opening up WeeChat it connects perfectly fine, no
Excess Flood. This is most annoying when I'm connected to freenode and I get
pinged timeout or get this:
irc: reading data on socket: error -9 A TLS packet with unexpected length was
received.

Also this wasn't a problem in 0.3.6.
