Details:

Currently you have to change the weechat.network.gnutls_ca_file to something
else (blank for instance) and then back to what it was to apply any changes
(such as appending a new CA) you made to the Certificate Authorities file.

A separate command to reload this file would be nice, something like /reload
-ca_file
(or in case my other ticket about network-specific CA files, 1357, is also
implemented: /reload -ca_file $path_to_ca_file)
